Finance & Administration

Finance & Administration

The ledger, together. Budgets, tax, purchasing and reporting share one Canadian chart.

The problem

Operating, capital, reserves and utilities drift into separate books. Commitments hide until the invoice arrives. Council asks for a report the province recognizes.

The workflow

The general ledger uses a Canadian municipal chart shaped like the PSAB statement of financial position. Funds are dimensions on that ledger. A budget is versioned. A requisition can earmark funds. A purchase order or an approved work order commits them. Available budget is the version in force, minus actuals, minus open commitments.

Property tax, privacy notices and financial reporting are configured for the municipality's province. In Ontario, the chart can classify expenses by FIR function and object, and a property keeps a 19-digit assessment roll number, current value assessment, class and owners. A tax rate bylaw holds the municipal and education rates. Other provinces use their own roll, rates and report.

Capabilities

Financial Management

The ledger, together.

Budgets, tax and commitments share one chart. The Budget vs Actual vs Commitment report shows the picture.

Procurement & Purchasing

Earmark, then commit.

Requisitions, purchase orders and the commitment that an approved work order creates.

People

The schedule, and the stub.

Shifts, time off and swaps live with the crew. Pay stubs record earnings, deductions and year-to-date totals, including tax, CPP, EI and the pension plan on the record, such as OMERS where the municipality uses it. A social insurance number on the employee record is visible to HR managers.

Reporting

The question council asked.

Built-in reports cover budget, commitments, who is working, fleet cost and road-maintenance compliance. The classification follows the province.

Integrations

Canadian bank payments use the CPA-005 EFT format. Bill payments can run through a payment processor sandbox, and an approved payment posts a payment entry against the bill. Email carries the notices finance configures.
